The "PC Master Race" meme has some merits. Gamers who care about a title, given some technical knowledge, will often make it look better than the developers intended. Skyrim and Grand Theft Auto IV can both look better than most next-gen releases. Watch Dogs is peculiar, though, because it just came out.

TheWorse Mod for Watch_Dogs apparently started as an attempt to restore the bloom effects from the game's E3 2012 trailer. Since then, TheWorse has improved performance, reduced stuttering, and improved many other effects (such as adding bokeh DOF blurring). The end result is quite pleasing to the eye.
Check out the Guru3d thread as it develops. The versions seem to by arriving frequently.

Hes got absolutely no reason to be butt hurt, hes mod got nothing to do with the worse, both started on getting different things turned on in the game, by that i mean completely different he was just changing values to make it look better not actualy enabling new effects like headlight shadows and dof

Very nice tweaking – I bet Ubi left some stuff disabled for launch to make the PC version seem no more desirable than the PS4 and Xbone versions, planning on re-enabling in a future patch to claim “new features and optimizations.”

The added lighting effects
The added lighting effects are gorgeous, but Ubisoft maybe left DOF out intentionally because DOF ruins games (and 3D films*). Your eyes ALREADY naturally focus on one point and blur the surrounding image, it’s a waste of performance. It looks beautiful for screenshots, but is just distracting and obnoxious in motion. Being forced to move the reticule over something you want to see clearly is so asinine and only serves to delay the time if takes to observe something within the world: you should be able to read a sign as you drive by it without having to point at the sign.
HDR is another implementation that is often used completely incorrectly.
*3-D films – and 2-D films trying to emulate the effect – that force focus on certain characters or objects is just lazy filmmaking. If you have a scene where there’s too much crap on the screen to know what’s going on, then you need to rethink your scene, take a class on using negative space, and not rely on fake Bokeh and snap zooms to make up for it in post. Too many times when watching modern movies, the focus does not align with the eye’s natural abilities.

To my knowledge, they left DOF in the main game… just Gaussian, not bokeh-driven (which emulates an aperture of some shape, ex: hexagon, and maybe adds in some aberration effects).
