GeForce Hotfix 368.51 drivers have been released by NVIDIA through their support website. This version only officially addresses flickering at high refresh rates, although its number has been incremented quite a bit since the last official release (368.39) so it's possible that it rolls in other changes, too. That said, I haven't heard too many specific issues with 368.39, so I'm not quite sure what that would be.
As always with a hotfix driver, NVIDIA pushed it out with minimal testing. It should pretty much only be installed if you have a specific issue (particularly the listed one(s)) and you don't want to wait until one is released that both NVIDIA and Microsoft looked over (although Microsoft's WHQL certification has been pretty lax since Windows 10).
Oddly enough, they only seem to list 64-bit links for Windows 8.1 and Windows 10. I'm not sure whether this issue doesn't affect Windows 7 and 32-bit versions of 8.1 and 10, or if they just didn't want to push the hotfix out to them for some reason.

I think Nvidia’s bad drivers
I think Nvidia’s bad drivers are more an Nvidia problem than a Microsoft problem. Like when AMD is publishing bad drivers, those are NOT a Microsoft problem, even if they are WHQL. Not to mention that 12+ months ago when AMD wasn’t publishing WHQL drivers, based on other sites articles, WHQL approval was the most important thing in the world.
Anyway, remember those problems with high power usage at 144Hz?

I am still seeing people posting complains about this. Let’s hope that Nvidia really fixed that flickering problem for 1080 owners. At least better than how they fixed the power consumption problem at high frequencies.

WHQL certification was more relevant 12+ months ago. It seemed like it started slipping downhill in early 2015, especially for drivers pushed down Windows Update for pre-release Windows 10 builds. That is definitely a Microsoft problem.
As for NVIDIA? Well, yeah. It had to pass their QA, too. Beyond that, NVIDIA typically has good drivers. They were overwhelmed by something. That said, AMD has been keeping up with, as far as I can tell, only a few minor hiccups, so congratulations to them.

What is bad today, is that both companies try to come out with new drivers as often as possible. This competition on how many drivers they will publish, probably leads to worst drivers in general.

I disagree. It will put a strain on their release engineers, but that doesn't equate to worse drivers. It could potentially lead to better ones, such as if they find bugs before other code starts relying upon the introduced buggy bits, etc.
As for the end user? They can install what they like. If the driver works for them, then there's no need to upgrade (apart from dismissing that mini exclamation point in the GeForce Experience icon). If they do have a problem, though, then it will likely be fixed much quicker if a fix isn't already available.

Last year, when all the fuss about AMD and WHQL was at it’s peak, Nvidia started throwing more and more drivers out, trying to take advantage of it. Well, Nvidia’s drivers this last year weren’t really rock solid. Even if Microsoft’s WHQL is not any kind of warranty anymore, it’s not introducing new bugs into the drivers. The bugs are there from the moment they get approved from Nvidia’s driver team for release.
I personally insist that throwing out frequent and incomplete drivers is worst than giving a new much more tested driver every 2-3 months. I have probably more than 10 years to program anything, but I think rushing to create a program(or driver) and hunting down bugs that you left somewhere in there because of that rush and lack of attention, can lead into a situation where you own program looks alien to you, after some time and you end up totally lost looking at the code.

Nvidia typically has good drivers? I don’t know what alternate universe you are living in, but the last couple of years has seen absolutely atrocious driver releases from Nvidia. I can’t count the number of times I’ve had to rollback to an excessively older driver version, only to be forced to a newer one when a new game comes out because it simply wont work otherwise.

No issues since I went back to nvidia on GTX460’s, 680’s 970’s and now 980 Ti on win 7, 8.1 and 10 Enterprise x64 with all my AAA games through Steam, Origin, Uplay, Battlenet launcher.
