Microsoft has confirmed that they will reduce the cost of Windows 10 volume licenses associated with 14.1" and smaller laptops, which is intended to help their partners to compete against Chromebooks. We have seen low cost Chromebooks launched by Lenovo, Acer, Asustek Computer, Dell and Samsung, all of which have taken market share from models running Windows as there are no associated licensing fees. Microsoft's Volume Licensing pricing is extremely variable, screen size and relative power of the machine changing pricing, as well as the geographic location it will be sold and the size of the manufactures account. This means we do not know the exact price reduction, only that it will be lowered. According to what DigiTimes have found, you can expect to see this change start on March 1st.
"Microsoft has settled with notebook vendors on Windows 10 licensing rates for models to be launched in 2017, with costs for under 14.1-inch low-cost models lowered from 2016, according to Taiwan-based supply chain makers."

The best way for M$ to
The best way for M$ to compete with chromebooks is to re-introduce windows 7 with only the under the hood improvements and DX12! Get rid of the spying, forced updates, and the adware! Also UWP is not very popular and ditto for your app store. Really reducing the price of windows 10 to OEMs is not going to help at all, as many people are avoiding the OEM’s products because they only come with windows 10 and users can’t get the newer laptop hardware with windows 7 or 8.1, or better yet, Linux OS options.
Really M$ you could not force feed windows 10 free of charge on peoples’ PCs/laptops so what makes you think that folks will choose windows 10 based devices at all over chromebooks.
The OEM’s better start thinking about some Full Linux OS laptop options, especially for any Zen/Vega APU based laptop SKUs towards the end of 2017! And that’s because some folks are not going even touch windows 10 with the entire world’s supply of barge poles connected end to end!

Yeah windows 10 is actually a negative for me. Sometimes I want to get something done quickly and waiting for updates to install is extremely irritating at best. Also fighting the OS so I don’t get ads and other garbage all over the place in the start menu is something we really shouldn’t need to do.
Of course I don’t like chromeOS because of the online requirements(if they still exist?) either.
That leaves macOS and linux? Does macOS have those issues?

Well yes mostly! M$’s windows
Well yes mostly! M$’s windows 10 forced cloud integration, spyware on the PC and in M$’s cloud, adware(ads in games), forcing OS “Updates”, Bloatware/sponsored games instillation(Candy Crap forcing), and that windows 10 EULA from hell seals the deal with folks choosing Google’s much lesser of two evils on chromebooks. Just look at all the forced updates and the Borking of peoples’ PCs/laptops that has landed M$ in court with damages having to be paid.
M$ has built up some pretty large amounts on negative Karma with respect to its OS’s end users and other industry users of the windows OS ecosystem. Look at all the damage to the productive desktop environment built up over the years, with windows 7 representing the zenith of that productive desktop era, that M$ has been doing its nefarious best to stamp out with windows 8/10 and that abomination known as Metro then renamed to Modern and again to UWP! But TIFKAM and the tiles with that added spyware, ad pushing baked into 10, bloatware pushing, and update forcing! That very “update” forcing that keeps on pushing that spyware/adware/bloatware whether the user wants it in the first place or has removed the damned crap! It makes no difference to M$, as that crap returns with the next forced update!
People are rewarding M$’s years of negative Karma with some Karma of their own by refusing to ever go beyond windows 7 and by going over to using smart phones, tablets(android and iOS based), and chromebooks running not any of M$’s related OS offerings. People never really liked M$ to begin with and it has always been a lesser of the evils for OS choice unless the user has the skills to manage a full Linux OS and have no evil at all with the user in control of their OS and hardware. People did not choose even windows 7 by choice even though that was not so bad of a choice relative to the terrible 8 and even worse windows 10! M$ has doubled down to the Nth degree with the level of windows 10 nefariousness that makes Google and Apple pale in comparison.
People will not be letting go of windows 7! In fact, people will be locking windows 7 inside of Linux based VM and giving the VM instance no internet access, and also installing the Vulkan API on that windows 7 OS instance and using that 7 instance to game! All while they are waiting for the Linux gaming ecosystem to get enough support for the games that they as individuals play. It sure is interesting to see that no online websites are interested in doing any windows 7/Vulkan gaming testing/benchmarking. But there is some doing Linux/Vulkan games testing and Vulkan will be the go to graphics API for the mobile devices market for chromebook, and Phones(Android), in addition to full Linux Steam OS/other Linux distros.
People only ever really tolerated M$’s OSs to begin with because M$ mostly stayed out of the users way with its OSs up to and including windows 7, but windows 8 and really windows 10 nonsense and EULA put an end to peoples’ tolerance levels for M$’s OS products. Just wait until 2020 to see what further measures will be taken to avoid windows 10.

I had window pro till window 10 .And then Ms decided enough now I am at w10 home . You really think I ll bother trying to find out the reason why Ms brain farted me to the home edition when I was on pro for years? Nha screw this .
Even if you had windows 10
Even if you had windows 10 Pro it’s so stripped of the ability to control your forced updates that you can only put off the forcing for a short time period even with windows 10 Pro. You have to get the enterprise edition to have any control over your computer now. If you had windows 7/8.1 before you upgraded to windows 10 you should have checked to see if you are owed the pro version of windows 10 at the time of “Free Upgrade”, if you in fact upgraded during the “Free” period and had a Pro version of windows.
But it’s best to avoid windows 10 at all costs and maybe it’s too late to return to the previous version if you did not make a system image backup of your older windows 7 Pro, or 8.1 Pro version before installing windows 10/”Free upgrade”, if you waited until the 30 day revert time period expired. If You have your computer’s install media maybe you can try to reinstall your previous windows 7 version. I hear that installing windows 10 as an upgrade option from a previous version can sometimes bork any reverting back to the previous version, so never upgrade your OS without doing a system Image backup, or having the original install DVD/media that came with your system.
Windows 10 is the OS from Hell with that EULA, and the forcing, spying, ad pushing in the OS, etc! And now M$ wants you to login to its cloud to set your privacy “Options”, so now for a reduced set of privacy options you need to be forced to get a Login in the cloud ability even if you never wanted anything to do with M$’s damn cloud to begin with! By agreeing to windows 10’s EULA you have given up control of your hardware/privacy to M$ and its nefarious plans.
Better to stop buying Windows
