That chip is significantly older than the iPad so cutting off updates does make some sort of sense. On the other hand, the iPhone XR and XS from 2018 also will not receive MacOS 26 but run on the Apple A12 chip, which powers newer models of iPhones that are going to receive MacOS 26. These devices will continue to receive security updates for the next few years, but no fancy full upgrades.
If you do qualify for the update you will get to check out the new Liquid Glass look and the biggest update to Spotlight since it was launched. Apple is also trying to make your screen feel larger by making the menu bar completely transparent; something Microsoft will probably quickly become jealous of and force upon their users. You will also be able to check out the newest version of Apple Intelligence, however that might not be a good thing as there are several issues with it.
Apple never provides explicit reasoning for why it drops the devices it drops, though they can usually be explained by some combination of age and technical capability. The 7th-gen iPad, for example, was still using a 2017-vintage Apple A10X chip despite being introduced a number of years later.
